Eligibility Criteria for Strategic Innovation Fund (SIF) Discovery Phase

Who Can Apply?

This funding is provided under a no-subsidy basis, in line with the Subsidy Control Act 2022.

To be eligible:

  • The funding must not provide an economic advantage to any organisation.
  • Applicants must not be acting in an economic capacity as defined by the Act.
  • In some cases, EU State Aid rules may apply under the Windsor Framework, and funding may be awarded as a ‘No Aid’ grant under the R&D&I Framework.

Project RequirementsYour project must:

  • Request no more than £150,000 in SIF funding (excluding VAT).
  • Provide at least 10% of total project costs from alternative funding sources.
  • Start after 1 May 2025 and end by 30 September 2025.
  • Be completed within a five-month period.

All deliverables must be completed within this timeframe, including any required monitoring activities such as:

  • End-of-phase meetings.
  • Project reviews and presentations.

Projects must start on the first day of the month, even if it is a non-working day. The official project start date will only be confirmed upon receiving and approving the Project Direction.Only eligible project costs should be included in the application. Detailed guidance on eligible costs is available in the competition eligibility section.Lead OrganisationTo lead a Discovery Phase project, the applicant must be one of the following:

  • An Ofgem-licensed electricity or gas distribution network operator.
  • A transmission operator.
  • The Electricity System Operator (ESO).

Project PartnersEach Challenge under the Discovery Phase Round 4 has specific partnership requirements:Challenge 1: Faster Network Development

  • Theme 1 – No specific partner requirements.
  • Theme 2 – Must partner with organisations experienced in developing and trialling regional energy models.

Challenge 2: Greater Heat Flexibility

  • Theme 1 – No specific partner requirements.

Challenge 3: Embedding Resilience

  • Theme 1 – Must involve a consumer representative group relevant to rural energy development.
  • Theme 2 – No specific partner requirements.

Challenge 4: Accelerating Towards Net Zero Energy Networks

  • Theme 1 – No specific partner requirements.

Additional Project Partner InformationApplicants are encouraged to collaborate with other partners, including:

  • Start-ups and SMEs.
  • Suppliers and industry disruptors.
  • Academic institutions and independent researchers.
  • Other licensed energy network companies.

The Project Direction will be awarded to a single legal entity (the lead organisation). However, Project Partners must be responsible for at least one project deliverable.Applicants must ensure all relevant stakeholders are involved in their proposals. Projects with SME technology developers and growth companies are strongly encouraged.Each Project Partner must be invited into the Innovation Funding Service (IFS) by the lead applicant. They must enter their project costs directly into the system. To qualify as a collaboration, the lead organisation and at least one partner must apply for funding.Compliance and RestrictionsSanctions PolicyFunding will not be awarded to any individual or entity that could expose Innovate UK or Ofgem to UK Sanctions risks. This includes any involvement with restricted entities, individuals, or regions through partnerships, subcontracting, or supply chain activities.Use of Animals in ResearchProjects involving animals must comply with the UKRI guidance on research ethics and welfare standards. Any project selected for funding that involves animals will need to provide additional details on:

  • Ethical considerations.
  • Compliance with relevant UK and international legislation.

  • Other licensed energy network companies

The Project Direction will be awarded to a single legal entity—the lead organisation, which is responsible for project management and compliance. Project partners must contribute to at least one deliverable within the Discovery Phase.Collaboration Requirements:

  • A minimum of two organisations (lead + at least one partner) must apply for funding.
  • Project partners must be added to the Innovation Funding Service (IFS) platform by the lead organisation.

Funding Restrictions Applicants must not engage in activities that expose Innovate UK or Ofgem to UK sanctions, including associations with restricted entities or jurisdictions.Animal Research ComplianceProjects involving animals must adhere to UKRI guidance on research ethics, welfare, and legal compliance. Project Eligibility and ImpactApplicants must demonstrate how their project benefits energy consumers by:

  • Reducing costs (e.g., lower energy bills, improved efficiency).
  • Lowering emissions to support net zero targets.
  • Enhancing revenue opportunities for network users.
  • Introducing new technologies or services to the UK energy market.

Projects should focus on network innovation that enhances:

  • Energy infrastructure
  • Consumer access and affordability
  • System operation and efficiency

Proposals must address:

  • User needs and challenges
  • Operational and regulatory constraints
  • Opportunities for technological advancement
  • Environmental and sustainability impacts
